  Cancellations and Substitutions:
  All cancellations must be made in writing. If cancellations are received more than 21 days prior to the conference, workshop or both, the fee will be refunded, although a $5 administration charge will be incurred. There will be no refund for cancellations received 21 days or less prior to the conference, workshop or both.

You may substitute another delegate at any time. If you do not cancel and do not attend, you are still liable for the fee(s) of the full conference, workshop or both.
